At 13 seconds, the loudest man yells "跑!" meaning "Run!", followed by someone else at 25 seconds saying "来不及了", meaning "there's no time" or "it's too late". A couple more times they yell "Run!" before the wave hits.

Also, the text on the wall reads 潮水危险请勿靠近黄线区域 - Dangerous waves, Please do not approach/remain (in) the yellow line area
